EPC Solutions OCR+AI/LLM enables digital cost control in Hong Kong infrastructure projects

To comply with the NEC4 ECC contract, major government projects in Hong Kong have chosen to use EPC Solutions' CMS product suite to manage key aspects such as Early Warning, Compensation Event, Payment, etc. to effectively track and control critical contract issues.

CMS software suite includes the features to supports payment digitization requirements by using OCR+AI technology. Throughout the cost control process, a large number of paper need to be handled which cannot be handled effectively by traditional OCR+AI technologies as Hong Kong has its unique document challenges. Firstly, each contractor submits invoices in different formats, some of which are handwritten with a mix of Chinese and English characters and various symbols. As required by NEC4, hundreds of companies need to be processed and audited on a monthly basis, with each company's documents spanning several pages and requiring many hours of QS works. EPC Solutions introduced AI/LLM (large models) that can quickly make associations between complex paper documents, electronic files and engineering data. After training on tens of thousands of documents, the AI/LLM models can quickly and accurately identify data from different types and formats of complex text and convert it into structured data for project analysis.

AI/LLM technology also plays a role in intelligent review throughout the process. Digital engineering data contains hundreds of thousands or even millions of data points, and data identified from complex paper documents contains various related or duplicate data. Through data modelling and training, AI/LLM technology can automatically recognize data, identify anomalies and issue timely alerts. This intelligent inspection capability significantly reduces the time required for manual recognition and review, while also reducing the potential for fraud.
